At the Garma Festival over the weekend, the Prime Minister announced $70 million to accelerate First Nations economic development in clean energy, $31 million for a mobile TAFE program, and $75 million to support PBCs and native title reform.

We see this as the first instalment and finally a start on implementing the First Nations Clean Energy Strategy. 

The Federal government has also established a new First Nations Economic Partnership – with the Coalition of Peaks and the First Nations Economic Empowerment Alliance.

First Nations Clean Energy Symposium

Tickets are maxed out for our First Nations Clean Energy Symposium on 14-15 August. We’re expecting around 400 First Nations leaders, Traditional Owners, community members, government and industry representatives, academics and unions to deliver our most inspiring Symposium yet.

We’ve published a Renewable Energy Project Development guide for advisors, decision-makers and Boards in First Nations groups and organisations. It provides a general overview of the steps necessary to develop a renewable energy project. Check it out

PowerMakers

We've set a date for PowerMakers 2025! Make sure your membership details are up to date because we’ll be inviting ‘Expressions of Interest’ forPowerMakers capacity building happening from 13-16 October very soon. 

Our new Building Capacity of Proponents toolkit is online. It’s for renewable energy developers, and responds to what you’ve been telling us — proponents need educating, like knowing who to talk to and engaging with us towards consent, benefit sharing, equity, participation and partnerships. Check it out here

Switching from diesel power to lower cost solar, the Ngardara project is getting closer to financial close, to improve energy security and reduce energy expenditure for Borroloola in the NT. Learn more about the project here.

More submissions, this time to the Federal government to ensure First Nations outcomes are included in its ‘Guarantee of Origin’ scheme. We’re talking cultural heritage protections, resourcing to enable engagement, and recognition of First Nations verification tools, among other things. Read it here

UNIVERSITY SCHOLARSHIPS AVAILABLE

Scholarships are available for First Nations students to conduct a research project in clean energy through the University of Newcastle. The scholarships are worth $52,232 per year and lots of support is provided. Learn more here

Many of our PowerMakers have done media training with the Climate Media Centre. Now you can. They’re running a free full-day workshop in Canberra on 10 September (including morning tea and lunch). If you’re interested complete this application form by 18 August. They will review send confirmation of places shortly afterwards.

REZ FUNDING APPLICATIONS STILL BEING ASSESSED 

Although some funding has been allocated in the Central West Orana Renewable Energy Zone (REZ), First Nations applicants under the First Nations Fund are waiting for government to finish the assessments. Notifications will be via their website.

MARLINJA MICROGRID LEARNINGS

OP's Clean Energy team presented to the Australian Energy Regulator for their Consumer Insights Series in July. They talked about what the Marlinja Microgrid can teach us about regulatory exclusion and opportunities for participation in the clean energy transition. 


Queensland Members

NEW LEGISLATION FOR RENEWABLES APPLICATIONS

The new Planning (Social Impact and Community Benefit) and Other Legislation Amendment Bill 2025 introduces a pre-condition for a social impact assessment to have been completed, and a community benefits agreement entered into between the developer and the relevant local government(s) (and potentially others). ENERGY EFFICIENCY FOR APY HOMES

The APY Lands Energy Efficiency Retrofit Pilot, part of the RACE for 2030 Cooperative Research Center, has installed energy monitoring devices in 12 households and completed retrofits on six homes in an APY community. Learn more

GOVERNMENT GUIDE TO ABORIGINAL ENGAGEMENT

The government has released a guide to improve how they engage and deliver programs and services to Aboriginal people, which includes ‘engaging with Aboriginal people and organisations at the start of your project and regularly, at an agreed frequency’. See here

GOODBYE GAS

Gas is being phased out in Robinvale, Swan Hill, Kerang, Nathalia, Marong, Maldon, Heathcote, Terang, Lakes Entrance and Orbost. Over 1,000 customers will be forced to switch to electric heating and cooking appliances or transition to bottled gas by late 2026. Learn more

Capacity Investment Scheme

Energy policy in Queensland, Northern Territory and Victoria has been in our sights, with three new Network submissions responding to government inquiries recently published.

We’re also updating our policy papers for each jurisdiction, necessarily providing an overview of the latest developments. You can also keep up with the news as we hear it.

And four new resources that we’ve developed are heading to the launch pad:

  1. A Renewable Energy Project Development guide for advisors, decision-makers and Boards in First Nations groups and organisations which provides a general overview of the steps necessary to develop a renewable energy project 
  2. A report highlighting key evidence-based advantages of investing and partnering in renewable energy with First Nations in communities and on Country. 
  3. A proposed new policy framework to ensure equitable access to energy through a remote First Nations-focussed energy transition in communities.
  4. toolkit building capacity of proponents so that there’s no excuse for notengaging with First Nations towards consent, benefit sharing, equity, participation and partnerships.

APPLY FOR A UNIVERSITY SCHOLARSHIP

SCAM WARNINGS ON BATTERIES

The Australian government’s battery rebate program started on 1 July 2025. Up to 30% discounts are available on eligible small-scale battery systems connected to new or existing rooftop solar, set up through solar and battery retailers and installers. But, we’ve heard reports that scammers are phoning people trying to sell batteries and are asking for deposits of money. Unfortunately, this may be a scam. Watch out for dodgy providers who may be exploiting the early stages of this program.

OPPORTUNITY FOR FIRST NATIONS COMPANIES

First Nations start-up companies may be interested in discounted rates and sponsored airfares to join the France Energy Transition & Innovation Tour in October 2025. Supported by the Australian and French Governments, the tour is creating business-to-business opportunities in the clean energy sector. Apply via EOI before 15 August 2025.

NEW REPORT: LOCAL ABORIGINAL LAND COUNCIL POWERSHIFT

A new report by one of the Network’s steering group members Professor Heidi Norman (and others) finds the Aboriginal land council estate presents a significant opportunity for the NSW Government to achieve its renewable energy targets, and meet the aspirations of the NSW Electricity Infrastructure Roadmap and its associated First Nations Guidelines. FIRST NATIONS FUNDING APPLICATIONS ARE STILL BEING ASSESSED

Construction has started in the Central West Orana Renewable Energy Zone (REZ). See the list of projects that have been awarded here. Although some funding has been allocated, First Nations applicants are still waiting for notification. We note the government says assessments are still being undertaken and once done, will be notified via their website.

ABORIGINAL CULTURAL HERITAGE ASSESSMENT ADVISORS NEEDED

Aboriginal organisations or people who hold cultural knowledge relevant to determining the significance of Aboriginal object(s) and/or place(s) at the Birkenhead Point Marina in Drummoyne NSW are invited to register to be part of a community consultation with the proponent regarding the proposed redevelopment there. QREC’s MEMBER ONLY FIRST NATIONS ENGAGEMENT FORUM

The First Nations Clean Energy Network outlined the urgent need to centre First Nations people in clean energy development at a forum held recently by the Queensland Renewable Energy Council in Brisbane. We highlighted that 43% of future energy projects will need to be situated on the ‘Indigenous Estate’, and how community empowerment, industry partnerships and policy reform must align with the First Nations Clean Energy Strategy.

Member Update January 2023

A brief update on the Network’s policy focus over the last few months of 2022, and a glimpse of our policy priorities for 2023.

As we know the transition to renewable energy in Australia is happening at “lightning speed”, with new policy, legislative and project announcements on an almost daily basis.

The pace and scale of the transition underscores the need for the Network, and for ensuring that First Nations have a genuine seat at the table.


A snapshot of policy activities in 2022

We’ve set out below a snapshot of some of just some of our activities since the incredible success of the Network’s symposium in late July, which sparked so many valuable conversations about the critical role of First Nations in the renewable energy transition. There’s also been a huge range of events, conferences, webinars and stakeholder events at which the Network has presented over the past several months!


A First Nations Clean Energy Strategy

On 12 August 2022, Australian Energy Ministers committed to the co-design of a First Nations Clean Energy Strategy (Strategy) as part of the National Energy Transformation Partnership. This Strategy is about ensuring First Nations Australians shape and drive the clean energy transformation. 

A First Nations-focused policy approach like the Strategy was an election commitment sought by the Network prior to the 2022 Federal Election and it is pleasing to see the commitment by Energy Ministers to the development of the Strategy. As a core member of the Strategy’s co-design team, the Network is now focused on ensuring the Strategy can deliver meaningful and beneficial outcomes for First Nations communities.   

The Strategy will be a significant activity for the Network in 2023 and beyond, and its development will be informed by consultations, discussions and advice received from First Nations communities across Australia.


Launch of the First Nations Clean Energy Network’s Best Practice Principles and Clean Energy Negotiations Guide

Almost 600 stakeholders from across community, industry and government groups registered for our webinar and launch event on 30 November 2022 of the Network’s Best Practice Principles and Clean Energy Negotiations Guides.

We’ve been greatly encouraged by the interest in these resources and we look forward to working closely with our friends at the Clean Energy Council to develop a detailed industry implementation guide for the Principles, and to tracking and reporting on industry’s compliance with the Principles.

Both resources are available on our website, as is a recording of the webinar.


Advocacy work – designing systems based on respect and genuine partnership with First Nations

The transition to renewable energy presents Australia with an opportunity to engage in genuine partnership with First Nations through recognising, supporting and prioritising First Nations self-determination, cultural and economic outcomes.

With jurisdictions exploring new or amending existing tenure arrangements for large-scale renewable energy infrastructure developments, the First Nations Clean Energy Network is concerned that approaches in some jurisdictions have the potential to render as invisible the rights, interests and responsibilities that First Nations Australians have in Country (including in Sea Country) and/or to ignore the unique opportunity presented to design a system for renewable energy infrastructure and projects in genuine partnership with First Nations.

We have accordingly been closely monitoring the following actions (including by making submissions):

  • the rollout of policy arrangements, including compensation and regulatory schemes for electricity transmission infrastructure, including social licence discussions
  • the development of policy and regulatory arrangements for renewable energy zones
  • the declaration of Bass Strait off Gippsland as an offshore wind zone and the treatment of rights, interests and responsibilities in Sea Country in the Offshore Electricity Infrastructure Act 2021
  • the proposed amendments to the Land Administration Act 1997 (WA) to create ‘diversification leases’ as a proposed new form of non-exclusive leasehold tenure in WA
  • the development of the proposed Hydrogen and Renewable Energy Act in SA.


A just transition for First Nations

Clean energy will help us address the worsening impacts of climate change, and with many First Nations communities on the frontline of these worsening impacts through more extreme temperatures and climatic events, access to and the benefits from renewable energy (where consent is granted)  must be shared equally.

As policy frameworks, rules for renewable energy zones and projects and workforce planning reports and efforts are developed with haste across Australia, the Network is elevating the need for a fair and just transition to renewable energy that recognises rights of self-determination, of Free, Prior and Informed Consent, and supports First Nations communities on our own terms and in a manner appropriate to our local circumstances.

On these points, and to identify First Nations jobs and service delivery opportunities we have made submissions to the:

- Inquiry into the National Energy Transition Authority Bill 2022

- Inquiry into Australia’s transition to a green energy superpower

- Inquiry into Northern Australia Workforce Development.

We have also continued to work with partners on community-led projects in locations in Northern Australia that highlight policy barriers for communities in accessing renewable energy and to demonstrate how renewable energy can support improved energy security (and health, cultural, economic and wellbeing) outcomes for community members.


Areas of policy focus for 2023

In 2023, our policy work will be focused on four key themes:

  1. Energy security (pre-payment, social housing, energy efficiency, energy affordability)
  2. Rights (FPIC, development rights, cultural heritage, finance sector)
  3. Building power, capacity and knowledge (resources, workshops, renewable energy education, skills)
  4. Benefits and participation (jobs, business, services and supply to the renewable energy industry)

In support of these key themes, in 2023, we will embark on key projects and develop further resources, holding targeted events on emerging issues and supporting the development of power, capacity and knowledge in First Nations communities through workshops and briefings. Additionally, we will work with community to recommend reforms to Energy Ministers through the the development of First Nations Clean Energy Strategy.
